I doubt the poster believes being is a state of emergency is good thing. I interpret it as when the conditions warrant the declaration of a national emergency is necessary and contributes to combating the issue. IF you watch Trumps speak, a large part of it centers on what can happen next after the declaration of national emergency. "To unleash the full power of the federal government I am declaring a national emergency". It opened up 50 billion for fighting the deceased. Hospital can start emergency preparedness plans. Waive laws and procedures etc...

 

Your an "entitled liberal" because you think a week is too long to wait for a resolution to the test kit issue. If your prefer the term spoilt brat I'm fine with that as well.
