It's not an insane claim, he can do it if he wants, but he won't. Just as he claimed he could fire Mueller if he wanted to, but he didn't. That is true, he runs his mouth too much sometimes.

He can assume temporary powers under martial law. But I don't foresee him doing anything like stealing homes from an ethnic group, for example Japanese, and then throwing them in some sort of concentration camp.

Trump has no power or authority to reverse the governors executive orders to shut down non-essential businesses and organizations and require social distancing. All Trump can do is Sue in court if he likes but he has no authority

I love it how Trump's supporters believe all the President has to do is declare an "emergency" and all of the sudden he is dictator.
I can't believe I didn't notice this right away, and I see that none of you noticed it either: Trump's "threat" to use his "total authority" is not a threat to use his power to curtail liberties, but rather to restore them. If he makes good on his "threat" to reopen the country, people will again be free to assemble. It's the exact opposite of tyranny, of despotism, of authoritarianism. I don't know that even Trump realized just how innocuous his "threat" was. Notice too that he answered the question "What if the governor's don't agree" with "I'd like to see them run for office on that." In other words, he is only predicting political fallout, not threatening to send in storm troopers to arrest the governors. It's quite different from what the self-important media is saying that it is.
So... Does Trump have the authority to shut down the states - close the schools and businesses and order people to stay home - or not?
Put together a real pandemic task force...IN JANUARY. Have them marshal the resources and PREPARE for this calamity. He did nothing
