Mass-wise, it's very much the opposite. Area-wise, the ocean as a whole still makes up around 70% of the surface. Volume-wise, the atmosphere may be 'larger' because it is so much less dense. Dumbo clumsily stated that the oceans are "small" because of how the wind carries air pollutants. If he meant to state that pollution from China reaches us from across the Pacific, he might have said so without saying something so stupid as the oceans are "very small." No, that's a hell of a lot of distance to cover, even just crossing the Pacific, and a lot of dispersion takes place over such distances. There is also the question of why he even bothered to bring it up in his response. The question was about climate change, not how much Chinese air pollution manages to reach across the Pacific. His response was incoherent and meaningless, and demonstrated that he has absolutely no understanding of the problem in the first place.
I'll take that bet. But personally, I don't think he's going to accomplish much in another two years with a less friendly Congress. If he couldn't manage it with both chambers under Republican control, he is not about to manage it now.
