It's called State Commitee of State Emergency, and mainly it mainly consisted of members of USSR parlament, with addition of high rank military staff. Those sanctions are a direct attack against German interests. The goal is clear. The americans want stop the Northstream 2 pipeline between Germany and Russia and sell american gas to Germany.
