You can't take money intended for a category and use it in another category. For instance, when I was in the Air Force, we would receive money for maintenance and repair. That money could not be used for travel or training. However, higher headquarters might decide that money could be used better somewhere else and they would use it for maintenance and repair in another organization. The rules drove us crazy, but those were the rules.

While in the Air Force, they solicited money from us for the Combined Federal Campaign. If we did not like a particular charity, we could say that our money could not go to that charity. However, it was determined ahead of time what proportion of the overall funds went to particular charity. As far as the amount of dollars going to that charity, saying we did not want to contribute to it made no difference. If I said $10 of my money could not go to a particular charity, that particular charity did not get $10 less, it just came from a different contributor.
