Not sure if what I am about to say is what you really intended as opposed to what you wrote, but the reason we have a draft is IN CASE we don't have enough service members. We didn't have to use the draft with Desert Storm or other recent wars or actions. We had enough in our volunteers. Test draft also isn't limited to soldiers, but also sailors and airmen. Draftees can find themselves going to the Navy or Air Force as well.

People who haven't been in the military often don't make the distinction between enlisted men (and women) from different branches and call them all "soldiers" as a generic term.
