I'm not sure where this dumbazz expression comes from. Cats and dogs usually means this and that -- all kinds of varieties in a store. Makes no sense for rain.
I heard this joke back in middle school back in the 1960's. It has been around for longer than you have probably been born. It makes no sense because you cannot make a teepee out of deer skin or antelope. You need buffalo hide. Only buffalo hide is tough enough to serve as a shelter from rain and hail and snow. And there are no hippo's in North America.
