No system will ever be perfect. The best we can hope to do is to rely on those with skin in the game.

But lets say that you have proposed a particularly great idea
Now that you have achieved this remarkable insight
It seems inevitable that some forward thinking community will adopt your ideas and soon there after the rest of the country will follow along
And to think... We here were privileged to be among the first to share your remarkable revelation

I don't disagree expenses will go up, when we've had these discussions in others threads we both realize these are the students that for the most part are the cost of the entire system... in my estimates spending on these students will be well over double that over the other students, and quite frankly I think thats underestimating the costs, but I attributed my spending of roughly twice to have some savings because these kids will also have less choice and options of classes, so we'll have some savings because of the "dumbed down education" and they likely won't be offered french and german classes, they'll be struggling with english as a first or second language...

so in essence, its cheaper to separate these kids, although it will still cost twice what I expect to be spent on the "average" students...

    Compared to what?

Public Education in America = carefully cultivated ignorance. 80% of the HS graduates in the most heavily subsidized school system in America can't read.

LOL! Why would any government adopt an idea that would reduce the size of its bureaucracy? ;-)

Then the cost of products would see a significant increase, which means people making $15 an hour would be right back in the same boat.

Nothing is correct about our dysfunctional schools. Both political parties have contributed to this. Remember Republicans control the state of Texas lock, stock, and barrel.

But Texas had no control who came to Texas and would send their children to Texas daycare centers.

That's what most our schools have become, nothing more than daycare centers.

There are exceptions, I can think of four high schools in California that aren't daycare centers and actually prepare students for the real world.
