War tax? Is that applicable only when we declare war? If so I see slight problem with your plan....

 

1) waste in the military is not simply a line item you can eliminate.
2) It takes years to prepare for a war. You don't just levy a tax and then you're ready to fight a war the next month or even the next year.

It does protect every other Western nation.

Of course it benefits Japan and all nations in that part of the world.

But in neither case are U.S. Forces in those two countries to solely protect them. Bases in both countries are used to project U.S. power in situations that are not direct threats to those countries regularly.

The defense U.S. of Germany effectively ended when the Warsaw Pack collapse and the threat of Soviet armor columns rolling the Fulda Gap stopped. Japan is moving more and more into their own defense as NK gets more and more unpredictable. They deployed a warship to the Middle East recently to protect their shipping in the area which I am glad to see.

Diego Garcia for one more example, U.S. forces are not on it to defend it. They are using it as a base to project power in the region. More so a supply point in that case which allow the projection of power.
