    Sounds remarkably like the implementation of martial law on the islands. Mapps sounds determined not to allow lawless looting to ravage his island home. I doubt that this is actually confiscation, but rather supplemental to the guard resources.

    Authoritarian government on an island where they can't respond for hours/days after a natural disaster and they want to leave the law abiding citizens defenseless?

    This sounds familiar without the natural disaster. It is called Cuba and it is a total disaster.
