2/3rds of congress CAN PROPOSE and 3/4 of the states can RATIFY.
Or 2/3rds of the legislatures of the states can form a convention and then 3/4 of the states can ratify.
Its the states who amend, not the Congress. They can start the process without congress, and they always hold the key to ratification.

Again high capacity mags could be banned tomorrow by the Congress with enough agreement. Making them equal to heroin, in legality. You may not like this, but it is true, the NRA could even back down and support this ban....or is that impossible too?
