No, I am not unfamiliar with the expression, but it appears that you are: one says that to somebody, who would want the thing to which was being referred-- in this case, Trump becoming House Speaker-- to happen. Is that not how you understand it? I certainly would NOT want Trump to be Speaker of the House, under any circumstances, including, "in my dreams." (Or were you referring to something else?)
