Mueller could not find ANY reason since Manafort chose prison over cooperating. If you kept quiet you got a pardon, if you cooperated, you didn’t.

His noncooperation was to do with his PERSONAL BUSINESS not the campaign. Read the Mueller report they could find no nefarious purpose or come up with what would be. The campaign discussed their internal polling with LOTS of people and this was between two long time business associates. NOTHING came of it.
