And they have every right to stand on public land (or private land with the permission of the owner), observe activity, and detain individuals they suspect are violating the law. Because the Nevada Gaming Commission requires security officers in casinos to be licensed. That does not negate a citizen's right to stand on public land, observe activity, and detain those suspected of criminal activity until law enforcement can arrive to take them into custody.
If you are observing activity and observe the commission of a crime, you are allowed to detain the individuals you suspect of committing the crime until law enforcement arrives. I don't know why this is such a difficult concept.
