I use to be able to plan to pay the most additional amount without incurring a penalty but with my situation these days I get refunds.

 

The recession was 2/3's over when Obama moved over to the White House. The job loss rate bottomed out the month he did so and began to recede. The recession ended before any of his stimulus was put in place. And the unemployment rate instead of peaking at 8% as he said his stimulus would do soared to 10% and stayed over 8% for the next four years while the LFPR went over the cliff.
