Mulvaney is CoS AND Director of OMB right now. His discussions with the President as CoS are protected under executive privilege. Even some as director of OMB. We have heard why the aid was held up Trump wanted to talk with a meet with Zelinsky and whether in fact he would be investigating and dealing with corruption in his own country and cooperating with our investigations and when Trump was convinced he is the real deal the hold was removed and the aid money release. Volker is just now testifying that he told them on Aug. 30, after they had read about a possible hold, not to worry it was just an internal matter and the money would be coming.

 

There has to be more, they haven't found IT yet.
