It is if there is a suspician that a crime or two or three has been committed. Then its time to convince a judge that there is probable cause and get a search warrant and find out one way or another.

The raid of Mar-a-Lago was a very big deal - unprecedented.
The difference in how Hillary was treated for classified docs was so glaringly different. She had a gentle little private meeting with the FBI where she said she just couldn't remember virtually anything.
This raid was very big, very dramatic and very open ended (they took whatever they felt like). It has all the markings of a political fishing expedition, and its timing is highly suspect - this close to an election and not a year and a half ago or even in early June. Suddenly these docs are so important after no interest earlier. Why a raid at all?
Then we know what the FBI has done to Trump previously. These witch hunts have been ongoing since before he was sworn in.
Trump needs to be treated fairly. It's as simple as that. And there is absolutely nothing indicating fairness is being applied and, so far, everything indicating it's not.
